Odisha RTE Admission 2025-26 Eligibility Criteria
The age criteria for all classes will be determined as of 1st September 2025:
The acceptable date of birth for admission into entry-level classes, as specified by schools, is as follows:
- For Class 1 – 6+ Years as on 1st September 2025
- For UKG – Age between 5 and 6 Years as on 1.9.2025
Children with Special Needs (CWSN) within the age range of 3-9 years are eligible to apply for admission to any entry-level class, subject to the availability of seats in the local area.

Acceptable proof of address includes:

- Bank statement or passbook
- Voter ID Card
- Driving License
- Gas connection bill (not older than three months)
- Farmer Photo Passbook (KCC Card)
- Registered Lease/Sale/Rent Agreement
- MNREGA Job Card

- Certified address certificate issued by the Sarpanch or an equivalent authority (such as a sub-sarpanch or secretary) for rural areas.
- Address certificate with a photograph, verified by an MLA, MP, Tahsildar, or Gazetted Officer on official letterhead.
Odisha Paradarshi RTE Admission Form 2025-26 Selection Process
Upon successful submission of the application via the online RTE-PARADARSHI portal, the parent must visit the BEO office with all original documents and two sets of self-attested photocopies of the relevant records, along with two passport-sized photographs of the child, on the date specified by the Directorate of Education. Following the online lottery, the respective BEO will forward the photocopies of the documents for the lottery-selected students to the designated school along with official approval for admission.
Students who are registered under the RTE Act, Provision 12(1)(c), are exempt from paying any fees to the school.

Odisha RTE Admission 2025: School Transfer Guidelines
Student transfers in the interest of the child may be permitted under the following conditions:
- The Private Unaided School has ceased operations.
- The Private Unaided School lacks the capacity to provide complete elementary education, specifically up to Class VIII.
- The student or their parents/legal guardians are facing life-threatening medical issues, supported by a mandatory medical certificate.
- Parents or guardians have been relocated, with appropriate documentation to validate the transfer. A student is allowed to transfer between schools only once during an academic year (April-May).
Transfers are contingent upon the availability of a vacant seat in the desired school, as stipulated under Section 12(1)(c) of the RCFCE Act, 2009.
Additionally, the parent or guardian must submit a formal request letter to the relevant Block Education Officer, detailing the reasons for the transfer and specifying both the current and prospective schools. The Block Education Officer will then verify the request and provide a recommendation, along with justification, to the District Education Officer. Upon reviewing the submitted documents, the District Education Officer will forward the request to the Directorate of Elementary Education, Odisha.
