Karnataka Home Guard Recruitment 2025: Civil Defence operates as a voluntary organization in conjunction with the Home Guards Organization and is governed by the Home Ministry of Karnataka. Its primary objective is to safeguard the lives and property of the public during instances of external threats and natural disasters. Volunteers are recruited and trained in fundamental Civil Defence practices and various services designed to execute Civil Defence strategies. The Government of India has designated Bangalore City, Mallapura in U.K. District, and Shakthinagar in Raichur District as Category II Civil Defence Towns in Karnataka, maintaining this classification throughout the reporting year.

Civil Defence measures are being executed according to a structured plan, with the appointment of Civil Defence controllers overseeing the process.

The administration of the department is led by the Director of Civil Defence, located in Bangalore, Karnataka. This position is held ex-officio by the Director General of Police and Commandant General of Home Guards, who also oversees the Fire and Emergency Services in Karnataka.

Supporting the Director in administrative functions are an Additional Director and a Deputy Director, with the IGP and Additional Commandant General of Home Guards, as well as the Deputy Commandant General of Home Guards, fulfilling these roles in an ex-officio capacity.

The Commissioner of Police for Bangalore City aids the Director as the controller of Civil Defence for headquarters services. Additionally, the Deputy Commissioners of Uttara Kannada and Raichur Districts serve as controllers for Civil Defence activities in Mallapur and Shakthinagar Civil Defence Towns, respectively.

Objectives of Karnataka Home Guard 2025

The primary aim of this Department is to preserve lives, reduce property damage, and ensure the continuity of production. Civil Defence initiatives serve as an enhancement of the standard operations of various departments, adapting to urgent situations while sustaining normal activities across all sectors.

The Civil Defence initiatives encompass the following:

a) Education and Training.
b) A coordinated and controlled warning system.
c) Rescue operations for casualties.
d) Provision of First Aid.
e) Establishment of welfare facilities, including evacuation to safe locations, care for the homeless, and the storage and distribution of essential goods.
f) Designation of hospitals and allocation of medical and nursing personnel.
g) Implementation of emergency sanitation measures and alternative water supply sources.
h) Mobilization of transportation resources.
i) Repairing damaged homes.
j) Enforcing lighting restrictions and camouflaging critical targets.
k) Safeguarding valuables through salvage custody.
l) Special measures to protect essential services and vital industries.
m) Promotion of public awareness and cooperation.

Age Restriction for Karnataka Home Guard Recruitment 2025

Notwithstanding the provisions outlined in Rule 6 of the Karnataka Civil Services (General Recruitment) Rules, 1977, candidates must be at least 21 years old but not exceed the following age limits:

  • (28 years for individuals belonging to Scheduled Castes, Scheduled Tribes, or other Backward Classes.
  • 26 years for all other candidates.

Additionally, for candidates who are Ex-servicemen discharged due to demobilization, retrenchment, or retirement, the age limit will be relaxed by the duration of their military service.

Karnataka Home Guard Recruitment Educational Qualification 2025

Educational Qualification: Candidates must hold a degree or possess a qualification deemed equivalent.

Physical Test – Karnataka Home Guard Recruitment 2025

A) Eligibility Criteria for Men and Ex-Service Personnel:

  • Height: 170 cm, Chest: 86 cm (fully expanded, with a minimum expansion of 5 cm).
  • For Women: Height: 170 cm, Weight: 45 kg.

B) Vision Requirements:

Candidates must meet the following standards for distant and near vision, with or without corrective lenses:

  • Distant Vision: Better Eye 6/9, Worse Eye 6/9; or Better Eye 6/9, Worse Eye 6/12.
  • Near Vision: Better Eye 0/6, Worse Eye 0/8.

Each eye must possess a complete field of vision. Conditions such as color blindness, strabismus, or any significant eye or eyelid disorders will result in disqualification.

C) Hearing Assessments:

(i) Rinne’s Test
(ii) Weber’s Test
(iii) Tests for Vertigo

Any identified defects during these assessments will lead to disqualification.

D) Additional Physical Disqualifications:

The following conditions will also result in disqualification:

(i) Knock Knees
(ii) Bow Legs
(iii) Flat Feet
(iv) Varicose Veins
(v) Speech Impediment.

IV. Training: Chosen candidates will participate in training programs as determined by the Director General of Police and the Commandant General of Home Guards, which may be updated periodically. Candidates may be dismissed if they fail to pass the required assessments.

V. Probation: Candidates will serve a probationary period of two years and six months, which includes the training duration, starting from their date of employment.

For Promotion: A minimum of five years of service in the role of Assistant Instructor is required for eligibility for promotion.

Uttara Kannada District Home Guard Recruitment 2025

The Home Guard Department is seeking applications for recruitment. In Karwar, 140 new positions will be filled in the Uttara Kannada District Home Guard. Interested candidates must have completed at least the tenth grade and should be between the ages of 19 and 50, as stated by Home Guard District Commandant Dr. Sanju Thimmanna Nayaka. Preference will be given to individuals with computer skills, a valid Havi driving license, as well as those with expertise in cooking, mechanics, painting, plumbing, and NCC.

Additionally, candidates with strong athletic abilities will also be prioritized for recruitment. Applications can be submitted at the Home Guard District Office located at Sarvodaya Tara, opposite Diva Commerce College, Kobhag, Karwar. The application form is available free of charge. The final date for submitting completed applications is March 3, 2025. Applicants must include a medical fitness certificate from a doctor at the Taluk Government Hospital, along with an Aadhaar card and attested SSL.C Marks Card.
