Reservation and Suitability of Posts for Persons with Disabilities of SSC Stenographer
- Reservations will be made for Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), Economically Weaker Sections (EWS), Ex-Servicemen (ESM), and Persons with Benchmark Disabilities (PwBD), among others, in accordance with current Government Orders.
- Vacancies designated for ESM are exclusively for Group ‘C’ positions (Stenographer Grade ‘D’). The Stenographer Grade ‘C’ and ‘D’ positions mentioned in this examination notice have been recognized as suitable for specific disabilities by the Department of Empowerment of Persons with Disabilities (Divyangjan), Ministry of Social Justice and Empowerment, as per Notification No. 38-16/2020-DDIII dated January 4, 2021, with amendments made periodically.

Essential Educational Qualifications for SSC Stenographer 2025
Candidates are required to have successfully completed the 12 01.08.2025 standard or an equivalent examination from a recognized Board or University on or before the cut-off date, which is 1.8.2025.
According to the Ministry of Human Resource Development Notification dated 10.06.2015, published in the Gazette of India, all degrees, diplomas, and certificates conferred through Open and Distance Learning mode by Universities established by an Act of Parliament or State Legislature, Institutions Deemed to be Universities under Section 3 of the University Grants Commission Act, 1956, and Institutions of National Importance designated under an Act of Parliament are automatically recognized for employment in posts and services under the Central Government, provided they have received approval from the Distance Education Bureau, University Grants Commission.
Therefore, unless such degrees are recognized for the relevant period during which candidates obtained the qualification, they will not be accepted as valid for Educational Qualification. Candidates holding degrees, diplomas, or certificates awarded through Open and Distance Learning mode of education must also present the approval granted to the University by the Distance Education Bureau, University Grants Commission for the relevant period during Document Verification.
In accordance with the University Grants Commission (UGC) (Open and Distance Learning) Regulations, 2017, which were published in the official Gazette on June 23, 2017, under Part III (8) (v), programs in fields such as engineering, medicine, dental, nursing, pharmacy, architecture, and physiotherapy are prohibited from being offered through Open and Distance Learning mode. Nevertheless, following the Hon’ble Supreme Court Order dated March 11, 2019, in MA No. 3092/2018 in W.P. (C) No. 382/2018, titled Mukul Kumar Sharma & others Vs AICTE and others, the B. Tech. degree/diploma in Engineering awarded by Indira Gandhi National Open University (IGNOU) to students enrolled up to the academic year 2009-10 shall be recognized as valid, wherever applicable.
Document Verification (DV) will be carried out by the User Departments/Organizations following the announcement of the final results. Candidates must present the necessary Certificates, including Mark sheets and Provisional Certificates, in original form as evidence of having achieved the minimum educational qualification for the completion of the 12th Standard or an equivalent examination by the specified date, when such certificates are requested by the relevant Indenting Departments/Organizations for the purpose of document verification. Failure to do so will result in the cancellation of their candidature.
Candidates who can demonstrate, through documentary evidence, that the result of their qualifying examination was announced on or before the cut-off date and that they have been declared passed will also be deemed to meet the educational qualification requirements. It is emphasized that the result of the required educational qualification must have been declared by the Board by the specified date. The mere processing of the result by the Board by the crucial cut-off date does not satisfy the educational qualification requirement.
Candidates with equivalent educational qualifications must also provide the relevant Equivalence Certificate from the appropriate authorities during Document Verification. However, the final decision regarding the selection of such candidates will be made by the Departments/ Appointing Authorities concerned.
How to Apply for SSC Stenographer Application 2025
Applications must be submitted exclusively in online mode via the new SSC Headquarters website, https://ssc.gov.in, or through the My SSC mobile application, which is available for download from the Google Play Store. For comprehensive instructions, please consult Annexure-III and Annexure-IV of this Notice, as well as the Notice dated 02.06.2025 regarding the mobile app, which can be found on the Commission’s website. A sample proforma for One-Time Registration and online Application Forms is included as Annexure-IIIA and Annexure-IVA.
The deadline for submitting online applications is 26-06-2025 (23:00 Hrs). Candidates are strongly advised to submit their online applications well in advance of the closing date and not to wait until the last moment to prevent the risk of disconnection, inability, or failure to log in to the SSC website due to heavy traffic on the site during the final days.
All candidates intending to apply in response to this Notice who have not yet generated their One-Time Registration (OTR) on the new website (https://ssc.gov.in) must do so, as the previous OTR created on the old website (https://ssc.nic.in) will not be applicable for the new site.
Following the generation of OTR, candidates may proceed to complete the application for the examination. Once an OTR has been created on the new website, it will remain valid for all examinations applied for on the new platform. Detailed instructions for OTR are provided in Annexure-III of this Notice.
Candidates are encouraged to choose Aadhaar Based Authentication, as outlined in the Aadhaar Policy available on the Commission’s website, during the completion of their OTR process.
Applications from candidates who select Aadhaar Authentication will not be denied on the basis that the photograph and/or signature uploaded do not meet the specified standards. Such candidates will not need to present recent color photographs or original valid Photo Identity proof for entry to the examination venue during the Computer Based Examination.
When applying, candidates do not need to have a pre-existing photograph of themselves. The application module is designed to take a photograph of the candidate while they fill out the application form. For this purpose, candidates must stand or sit in front of the camera when prompted by the application module and adhere to the following instructions for capturing the photograph:
- Choose a location with adequate lighting and a plain background.
- Ensure the camera is positioned at eye level before taking the photo.
- Face the camera directly and look straight ahead.
- Make sure that the face is entirely within the designated area outlined by the camera, ensuring it is neither too close nor too far. The entire face should be visible within the area specified by the camera.
- Candidates should refrain from wearing caps, masks, or glasses/spectacles while taking the photograph.
The candidate’s appearance during the examination must match the photograph submitted in the application form. Candidates are required to ensure that the photograph is clear, taken without a cap or spectacles, and presents a full frontal view. Applications containing photographs that do not adhere to these guidelines are subject to rejection. Under no circumstances should candidates submit photographs that are pre-existing. Any application featuring a pre-existing photograph will be rejected. Nevertheless, these rejections will not apply to candidates authenticated by Aadhaar.
Prior to submitting the Application Form, candidates must verify that the photograph is uploaded according to the specified instructions. Failure to upload the photograph in the required format will result in the rejection or cancellation of the application/candidature. However, these rejections will not apply to Aadhaar authenticated candidates.
Candidates must upload a scanned signature in JPEG/JPG format, with a file size between 10 to 20 KB. The dimensions of the signature should be approximately 6.0 cm in width and 2.0 cm in height. Applications that include inappropriate photographs or blurred/miniature signatures that do not meet the specified requirements will be summarily rejected. However, these rejections will not apply to Aadhaar authenticated candidates.
Candidates with disabilities (PwBD and PwD) who wish to benefit from reservation or require a scribe, or both, must upload a Certificate of Disability in accordance with Annexure-IA, Annexure IB, or Annexure-XI to XIII, as applicable, when completing the online application form.
The Commission disclaims any responsibility for candidates who are unable to submit their applications by the deadline due to the aforementioned reasons or any other circumstances beyond the Commission’s control.
Application Fee for SSC Stenographer 2025
- Fee to be paid: ₹100/- (Rs one hundred only).
- Women candidates, as well as those from Scheduled Castes (SC), Scheduled Tribes (ST), Persons with Benchmark Disabilities (PwBD), and Ex-servicemen (ESM) who qualify for reservation, are exempt from the fee payment.
- The fee can only be paid online via BHIM UPI, Net Banking, or by using Visa, Mastercard, Maestro, or RuPay Debit cards.
- Candidates can pay the online fee until 23:00 hours.
- Candidates who are not exempt from the fee payment must ensure that their fee is deposited with SSC. If the fee is not received by SSC, the status of the Application Form will be indicated as ‘Incomplete’, and this will be noted at the top of the printed online Application Form. Additionally, the status of the fee payment can be checked through the ‘Payment Status’ link available on the candidate’s login screen. Applications that remain incomplete due to non-receipt of fee will be SUMMARILY REJECTED, and no requests for consideration of such applications or fee payment after the deadline specified in the Notice of Examination will be accepted.
- Once paid, the fee is non-refundable under any circumstances and will not be applied to any other examination or selection.

Resolution of Tie Cases
In situations where multiple candidates achieve the same total marks in the Computer Based Examination, the tie will be resolved by sequentially applying the following methods until the tie is broken: Marks obtained in Part-III (i.e., English Language and Comprehension).
- Marks obtained in Part-II (i.e., General Awareness).
- The date of birth, with the older candidate ranked higher.
- The alphabetical order of the candidates’ names.
Important Instructions to the SSC Stenographer Candidates 2025
- Read Instructions Carefully: Refer to the official exam notice (English version will prevail in disputes).
- Name & DOB Accuracy: Must match exactly with matriculation certificate; any discrepancy may lead to disqualification.
- Timely Application: Apply well before the deadline to avoid website issues.
- Aadhaar Authentication: Preferred method for registration. Non-Aadhaar users must upload documents for name, DOB, address, gender, and photo.
- Eligibility Check: Applications are accepted provisionally; candidates must ensure they meet all eligibility criteria (education, age, physical standards, etc.).
- Reservation Claims: SC/ST/OBC/PwBD/EWS/ESM must possess valid certificates in the prescribed format.
- Scribes:
- Scribes must be registered and Aadhaar authenticated.
- A scribe can assist only one candidate.
- False declaration leads to disqualification.
- Photograph & Signature:
- Must capture a live photo (no pre-existing images).
- Follow photo guidelines strictly (no cap, mask, glasses).
- Signature must be clear (JPEG, 10–20 KB, specific size).
- Improper images lead to rejection (except Aadhaar-authenticated candidates).
- Application Form Rules:
- Only one application allowed per candidate.
- Multiple applications will result in cancellation.
- No corrections after the correction window (01–02 July 2025).
- Contact Details: Use valid email and mobile; no changes allowed later. SSC communicates mainly through email/SMS.
- Exam Day Requirements (Non-Aadhaar Users):
- Report 2 hours early.
- Carry Admit Card, 2 recent photos, valid ID with full DOB.
- PwD candidates using scribes must carry required documents.
- Misuse/Impersonation: Fake applications or misuse of photos/names may attract legal action.
- All India Posting: Selected candidates may be posted anywhere in India.
- Admit Card: Must be downloaded from the SSC website – won’t be sent by post.
- Application Fee: ₹100; exempted for women, SC/ST, PwBD, and ESM.
- Document Verification: Will occur at the respective User Department’s office. Bring all relevant documents.
- Final Selection: If no communication is received from the department within 3 months of result, contact them directly.
- Declaration: Review and confirm all details before submitting the form. Misrepresentation leads to disqualification.
- Data Use: SSC may analyze candidate data and reject applications showing suspicious activity.
