Implementation of CPD Policy in KVS

  • Effective Date for 50 Hours CPD:
  • The implementation of 50 hours of CPD annually, which replaces the previous requirement of 21 days of in-service training every six years, will commence on 01 January 2024, in accordance with notification no. 11-ACT/UTR/11/2023-ACT(TRG)/1530-59 dated 31.12.2024.
  • Recording of CPD Hours:
  • Teachers must upload certificates for completed CPD courses onto the KVS Samagam portal at app.kvs.gov.in.
  • Online vs Offline Course Requirements:
  • It is essential to complete 50 hours of CPD each year, with at least 30 hours being conducted offline (face-to-face). The remaining 20 hours may be completed either online or offline. However, it is not permissible to fulfill all 50 hours through online courses alone.
  • Counting Past In-Service Courses:
  • 12-day In-Service Courses (ISCs) will be recognized as 12×6 = 72 hours of CPD.
  • Excess CPD Hours:
  • Any additional CPD hours exceeding 50 in a given year cannot be transferred to the following year.
  • Induction Course as CPD:
  • Induction courses are indeed included in the CPD requirements.
  • Breakdown of Induction Hours:
  • Offline phase: 6 hours per day will be acknowledged.
  • Online phase: Only the actual hours spent online will be recognized.
  • CPD Academic Year:
  • CPD hours uploaded on the Samagam portal will be as per the calendar year.
  • CPD Certification Upload Period (Feb/Mar Courses):
  • CPD certification will follow the calendar year. Therefore, the courses completed in Feb/Mar 2024 will be accounted for in 2024.
  • Use of Decimal Values in CPD Hours:
  • The Samagam portal has been enhanced to allow the addition of half-hour courses.
  • Uploading Certificate in Samagam Portal:
  • Detailed instructions are provided in letter no. 11-ACT/ROltr/11/2023-ACT(RG)/1775-1804, dated 03.01.2025.
  • Uploading Relieving Certificate/Attendance Instead of Certificates:
  • Relieving orders and attendance certificates are not permissible for upload. The principal will provide a certificate for uploading based on the relieving order or attendance certificate.
  • Course Unverification After School Verification:
  • Once the Principal has verified, the portal will be locked for any further modifications. Therefore, verification must be conducted with the highest level of diligence. However, if any errors remain, modifications can be made at the RO level.
  • Issuance of CPD Completion Certificate:
  • The CPD completion certificate will be generated on the KVS Samagam portal once the principal confirms 50 hours of CPD completed by the teacher.
  • Course incorporation Year:
  • If a course on the Swayam portal is completed in December 2024 and the certificate is issued in 2025, the course will be included in 2024.
  • Applicability of Extra CPD Hours Completed in 2024
  • If a teacher completes more than the required 50 hours of CPD in a year—for example, 80 hours including 20 hours online and 60 hours offline—the additional 30 hours will not be carried forward to the next year. As per the CPD guidelines, any hours completed beyond the mandatory 50 in a calendar year are not applicable or transferable to the following year.
  • Validity of Certificates Obtained in January 2025
  • If certificates are obtained in January 2025 for online courses, their validity depends on the course completion date. If the course was completed in December 2024 and the certificate was issued in January 2025, it should be uploaded under the year 2024. However, if both the completion and certificate date fall in January 2025, then it should be uploaded for the year 2025.
  • CPD Requirement for Teachers with Over 30 Years of Experience
  • All teachers, regardless of their years of experience or service, are required to complete 50 hours of CPD every year. This includes those with more than 30 years of service.
  • Last Date to Complete Annual CPD
  • Teachers must complete their 50 hours of CPD by 31st December of every calendar year. Any CPD completed after this date will not be counted for that year.
  • CPD Tracking on Teacher Transfer
  • Teachers should promptly update their CPD records on the Samagam portal once a course is completed and verified by the Principal. All verified records will automatically be transferred to the teacher’s new school through the PIMS system in case of transfer.
  • Uploading All Certificates Even After Reaching 50 Hours
  • Even if a teacher has completed the mandatory 50 hours of CPD, they are still encouraged to upload all additional certificates on the Samagam portal for record-keeping purposes.
  • Completing Offline Hours When on Leave (EOL, Maternity, CCL)
  • In cases where offline courses cannot be completed due to EOL, maternity leave, or child care leave, teachers may be permitted to complete the required offline hours in the following year with approval. In-service Course CPD in KVS

  • Selection Scale Eligibility:
  • Starting from December 2024, only 50 hours of Continuing Professional Development (CPD) each year will be recognized for senior scale or selection grade purposes. or the preceding years, the Department of Personnel and Training (DPC) will make decisions based on the current KVS regulations.
  • Mandatoriness of CPD:
  • According to the NEP 2020 mandate, all teachers are required to complete 50 hours of Continuous Professional Development (CPD), regardless of the timing of their in-service training. This requirement also applies to teachers assigned to foreign Kendriya Vidyalayas (KVs), who must fulfill the 50-hour CPD obligation.
  • Certificate Upload on Samagam portal:
  • If a teacher is in the senior scale or selection grade in 2025, these courses will be taken into account. The documentation for these courses must be kept at the school level.

  • In the absence of a certificate, the Principal shall provide a certificate for all relevant courses or activities based on the evidence submitted by the teacher. The RO will issue such a certificate for the Principals participating in these activities.
  • Inclusion of Question Paper Preparation in CPD Activities
  • Three hours of Continuing Professional Development (CPD) will be recognized for the RO level question paper setting and moderation. The RO will oversee the certification process for this task.
  • Validity of Course Without Certificate Due to Low Marks
  • No, the teacher will have to redo the course to obtain a certificate.
  • Meetings Allowed in CPD
  • Meetings are not included in CPD.

  • The Principal holds the authority to issue certificates for all such activities, and these certificates must be uploaded to the Samagam portal.

  • Supervising examinations is not considered as Continuing Professional Development (CPD).

  • The Principal holds the authority to determine the inclusion of such courses in Continuing Professional Development (CPD).
